Fruit des travaux du groupe de travail « Défis environnementaux » et de l’atelier « Veille artistique » de la Direction générale de la création artistique du ministère de la Culture, ce numéro spécial a pour objectif de documenter, d’enrichir et de diffuser les ressources sur les liens étroits entre écologie et création artistique. Il tente d’aborder les accolures systémiques entre l’écologie et la création artistique, de partager un état des lieux des modes d’être et d’agir, ainsi qu’une analyse des actions et recherches conduites par des femmes et hommes artistes, opérateurs, experts du ministère de la Culture, chercheurs et enseignants-chercheurs, étudiants des écoles supérieures d’art et associations citoyennes.

François Bouda, manager culturel burkinabé et intervenant du Forum sur la Mobilité Culture à Tunis et Marie Le Sourd, Secrétaire générale d’On the Move, ont contribué à cette revue avec cet article : Mobilité culturelle internationale et climat. Quelles dynamiques circulatoires sur le long terme face à l’urgence écologique ? (pages 140-141)

Creation Africa: South Africa, Lesotho and Malawi

The French government, via the French Embassy in South Africa and the Institut français d’Afrique du Sud (IFAS) / French Institute of South Africa, has recognised the potential for cultural entrepreneurs to shape the future of Southern Africa and has launched Creation Africa: South Africa, Lesotho, Malawi. With funding of about R24 million, this programme aims to stimulate and support cultural entrepreneurship, strengthening the Cultural and Creative Industries (CCIs) in South Africa, Lesotho and Malawi.

To ensure the success of Creation Africa: South Africa, Lesotho and Malawi, IFAS has put out a call for incubators (or consortiums of entities that jointly meet the selection criteria) to support, coach, and incubate selected cultural entrepreneurs in their innovation and development journeys through an incubation and coaching programme.

This call targets incubators in South Africa, Lesotho and Malawi with a proven track record of guiding successful startups. Applicants should have an understanding of the CCIs in Southern Africa and the complexities that cultural entrepreneurship poses. Consortiums or joint ventures that combine the necessary expertise are welcome to apply together.

The total budget allocated for the incubator(s) selected for Creation Africa: South Africa, Lesotho and Malawi stands from €250,000 to €328,000. The budget allocation will be based on the offer and the expertise needed; consortiums may apply to work together on this project. If one entity cannot fulfil the requirements, the organisers may decide to work with two incubators and split the role.

Teatroskop Programme: Artistic Cooperation Grants

In 2022, Teatroskop continues to rethink its approach and its role in international artistic cooperation. This year, the intention is to initiate a rebalancing of the Teatroskop support in favour of projects led by female artists and artists from diverse backgrounds. This strategy is adopted in order to deal with the manifest imbalance in representation of women and minorities in the artistic field, by promoting more vigorously the visibility of their works in South-Eastern Europe.

This call for projects aims to support the cooperation and collaborative practices in performing arts sector between France-based and South-Eastern European professionals, taking into account the diversity of the French contemporary scene, the needs of regional artists and the necessity to rethink existing cooperation models.

Through this call, the applicants are encouraged to include Teatroskop in the very process of project conception, so that they can jointly work with Teatroskop on development of a more sustainable international cooperation.

Finally, Teatroskop aims at equitable representation of the French contemporary scene, so the applications including projects conceived and performed by female artists and projects representing diversity of artistic backgrounds are strongly encouraged.

Eligibility:

Eligible candidates are cultural or artistic organisations (organisations/institutions/ venues/educational facilities etc.) working in the field of performing arts and developing cooperation and/or collaborative artistic creation projects with France-based artists (professionals, organisations, institutions, venues, educational facilities etc).
Only the organisations based in countries where TEATROSKOP operates are eligible to apply: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Hungary, Kosovo, Northern Macedonia, Montenegro, Romania, Serbia, Slovenia and Turkey.

The maximum grant awarded per project is 4000 EUR.

Teatroskop Programme: Touring and Capacity Building Grants

En 2022, Teatroskop poursuit sa réflexion sur l’accompagnement des tournées. Cette année, l’intention est d’impulser un rééquilibrage du soutien de Teatroskop en faveur de projets portés par des artistes femmes et des artistes issu.e.s de la diversité. Cette stratégie est adoptée en raison d’un déséquilibre manifeste de la représentation des femmes et des minorités dans le domaine artistique, afin de favoriser plus vigoureusement la visibilité de leurs œuvres en Europe du Sud-Est.

Cet appel à projets vise à soutenir les tournées des compagnies françaises et les rencontres artistiques professionnelles en Europe du Sud-Est, tout en tenant compte de la diversité de la scène contemporaine française, des besoins des artistes de la région et de la nécessité de repenser les modèles de tournées existants. Cet appel encourage la coopération entre les candidats afin de développer une approche plus durable dans le montage des tournées et le partage des coûts et des projets.

Par ailleurs, les compagnies basées en France et leurs partenaires de la région accueillant les spectacles sont incités à tenir compte des nécessités de la scène locale en organisant, autant que possible, des ateliers professionnels, des master classes et/ou d’autres types de rencontres professionnelles entre artistes français et locaux.

Enfin, Teatroskop visant une représentation plus équitable de la scène contemporaine française, sont fortement encouragées les candidatures comprenant des projets conçus et interprétés par des artistes féminines et/ou représentant la diversité de la scène française.

L’appel à projets « Aide aux tournées et renforcement de capacités – Teatroskop 2022 » est ouvert jusqu’au 6 mars 2022.

Finally, Teatroskop aims at equitable representation of the French contemporary scene, so applications including projects conceived and performed by female artists and projects representing diversity of artistic backgrounds are strongly encouraged.

Eligibility:

Eligible candidates are cultural or artistic organisations, institutions or venues working in the field of arts and culture, and hosting a performance / performances of France-based companies.
Only organisations based in countries where Teatroskop operates are eligible to apply: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Hungary, Kosovo, Northern Macedonia, Montenegro, Romania, Serbia, Slovenia and Turkey.
At least three organisations / institutions from at least two eligible countries must be partners on the project.

Grants range in value from 1500 – 8000 EUR.

Ministère français de la Culture: Appel à candidatures, CHIMERES 2021

CHIMERES (Création – Hybridation – Immersion – Mobilités : Expérimentations et Recherches en Ecritures Scéniques) est un programme d’accompagnement à l’écriture et l’expérimentation artistique allant jusqu’à la pré-production. Il propose à des artistes provenant de tous les champs de la création contemporaine (théâtre, cirque, musique, danse, arts visuels, littérature, cinéma, design, graphisme, architecture, métiers d’art…) et créateurs venant d’autres univers (jeu vidéo, code, réalité virtuelle et augmentée, etc.) d’explorer des formes artistiques dites hybrides au sens où elles relient les mondes « physique » et « numérique ».

Pensé par le Ministère de la Culture (Direction générale de la création artistique), CHIMERES est porté depuis 2018 par le Lieu unique (LU), la Scène nationale de Nantes et le Théâtre Nouvelle Génération (TNG) et le Centre dramatique national de Lyon qui sont reconnus au plan national pour leur investissement en faveur de la création en environnement numérique. En 2021, deux nouveaux partenaires rejoignent CHIMERES : l’Espace des arts, Scène nationale de Chalon-sur-Saône et Le CN D – Centre National de la Danse.

Le programme CHIMERES prend en charge les rémunérations des artistes et créateurs participants à ses résidences, ainsi que tous les frais de transports, restauration et hébergement, selon les barèmes propres au dispositif.

Cet appel est ouvert à des artistes et créateurs relevant de tous les champs de la création contemporaine , de nationalité française, ressortissants d’un État membre de l’Union Européenne, ou ayant le statut de résidents en France.

Initiated in 2011 by the French institute in Paris, the French Ministry of Culture and the French Ministry of European and Foreign Affairs, TEATROSKOP is a program designed to boost the cooperation between France and South-East Europe in the field of performing arts in its most contemporary and audacious forms.

This CALL FOR PROJECTS aims to support the tours of France-based companies and professional artistic encounters in South-East Europe, while taking into account the sustainability criteria. Through this call, we encourage applicants to develop a sustainable approach to cost and project sharing, in order to achieve better cost-efficiency and to reduce the carbon footprint of the tour by reducing number of international flights and/or by using alternative means of transport. Furthermore, we encourage France-based companies and their regional partners hosting the show, to take into account the necessities of the local scene and to organize, whenever it is possible, professional workshops, master classes and/or other types of professional encounters between France-based and local artists.

This call for projects aims to support the long term cooperation and collaborative practices in performing arts sector between France-based and South-Eastern European artists/professionals/companies/structures. Through this call, the organisers encourage applicants to develop a strategic, long term approach to project building, while taking into account environmental issues and trying to reduce the carbon footprint (reduced number of international flights and/or alternative means of transport).

Evaluation du Programme Erasmus+ dans l'enseignement supérieur culture et projet d' Erasmus de la culture

Il s’agissait d’une part d’établir un bilan et des perspectives pour la mise en œuvre du programme Erasmus + dans les écoles relevant de l’enseignement supérieur culture, d’autre part de contribuer à la réflexion sur la création d’un programme « Erasmus de la culture », destiné à dynamiser la mobilité des artistes et professionnels de la culture en Europe.

Sur le premier volet, la mission a constaté un bon niveau de participation de l’enseignement supérieur culture, au-dessus de la moyenne des autres établissements d’enseignement supérieur. Le programme Erasmus + a eu des retombées positives sur les écoles en contribuant à leur ouverture européenne et internationale, et en inscrivant la mobilité à l’étranger des étudiants dans les parcours de formation. L’enquête menée par la mission auprès des établissements publics nationaux a confirmé ce constat, tout en mettant en évidence des disparités sensibles entre les établissements et entre les secteurs professionnels.

Aussi, eu égard à l’hétérogénéité de la situation des établissements, la mission a formulé un ensemble de propositions afin de leur permettre de mieux tirer parti de ce programme, notamment dans le secteur de la création artistique.

Sur le deuxième volet, la mission a pu constater et inventorier la diversité des besoins de mobilité des professionnels, qui concernent l’ensemble des métiers de la culture. Or, les dispositifs existants en France et en Europe sont partiels et limités, et les programmes de l’Union européenne ne sont pas directement accessibles aux candidatures individuelles.

Aussi, la mission recommande la mise en place d’un dispositif spécifiquement dédié à la mobilité culturelle, au sein du programme Europe créative ou du programme Erasmus +, et s’inscrivant dans le futur cadre financier pluriannuel de l’Union européenne. Il devrait être accessible aux individuels, ouvert à l’ensemble des métiers de la culture, flexible sur les objectifs de mobilité et de durée envisagés, et ciblé sur la mobilité à l’intérieur de l’espace européen.

Ce guide rassemble des informations sur les obligations légales et réglementaires des entrepreneurs du spectacle. Il est mis à la disposition des acteurs culturels du spectacle vivant.

Cette version a été actualisée au 30 mai 2013 par le Bureau de l’emploi du spectacle vivant de la direction générale de la création artistique du MCC ; il a été réalisé en partenariat avec la Direction générale du travail, la Direction de la santé et le CNC. Cette version a en outre été élargie au spectacle enregistré.
