In the 2015 edition of TINFO News – Sustainability, Resilience and Performance Utopias, we are interested in utopic thinking that reveals the potential for (sustainable) change. We are also interested in exploring coping strategies in the artistic process, how critical meanings are articulated in artistic performances. We want to introduce artists and works that strive to expose the prevailing practices and rules governing speech, beliefs and activity, present critiques of arts institutions and pose entirely new problems and questions to be solved through means of performance and representation. The stage, when viewed in a Guénouian sense as a place of coming together, is, at its deepest essence, radically utopian. We want to discover how the performer and performances – the field in general – can practice the politics of social empathy. By Hanna Helavuori, the director of Theatre Info Finland (TINFO).

To Moscow! – Networking and Mobility Guide is a handbook for theatres preparing guest performances and tours in Russia. It was produced in context of a Finland-Russia EU-funded project and contains useful information for all those planning to perform in Russia.

The handbook is a small guide to help performing arts companies prepare for the major project a guest performance in Russia still inevitably will be. It is primarily aimed at independent companies, but other theatres planning to cooperate with Russian theatres and festivals will also benefit from the guidebook. It focuses on cultural exchange, the encounter between two cultures. The guide contains practical information on planning, contracts (with example in English and Russian), customs and visa, culture clash, partners and other useful tips and advice.

It was commissioned and published in 2011 by Theatre Info Finland, as part of the Seeds of Imagination project (2009-2010) which aimed to build bridges between the Russian and Finnish theatre field, with contributions by various authors and experts.

Tinfo - the Finnish Theatre Information Center, partner to the EU mobility pilot project Practics, carried out a mapping of the Mobility Information services in Finland.

The document provides a description of the Finnish situation of artists’ mobility and related information; it suggests a “four-dimensional model” for mobility information provision and ends with a set of key recommendations for providing effective and useful mobility-related information.

Impediments to Mobility in the EU Live Performance Sector and Possible Solutions

This study was carried out during the European Year of Workers’ Mobility 2006 and is part of a wider project on mobility in the European Union’s live performance sector, called Mobile.Home, which was initiated by several European organisations active in the live performance sector in Europe (Finnish Theatre Information Centre, Pearle*, On-the-Move, IETM, Goethe-Institut, Visiting Arts & associated partners). It identifies the most important difficulties with which the EU live performance sector has to deal when mobile inside the EU or when hosting live performance companies from other EU countries.

The focus of this study is put on four main areas of difficulties which have been identified as crucial for mobile live performance organisations and venues hosting mobile companies:

Visas and work permits for third-country nationals who are working lawfully with an EU live performance organisation and then go on tour with this EU live performance organisation inside the EU;

Social security regulations;

Double taxation and VAT;

The use of intellectual property rights.

Each of the four chapters of this study focus in detail on the existing difficulties, provide some concrete real life examples in order to better illustrate the difficulties and propose possible solutions. The solutions are targeted mainly at the EU Member States, the EU institutions but also at EU live performance organisations and other organisations such as collecting societies, the aim being to facilitate mobility inside the EU for EU live performance artists,companies and venues.

The study is published by the Finnish Theatre Information Centre. The researcher was Richard Polacek. The Editor is Pearle* Performing Arts Employers Associations League Europe.

- Visas et permis de travail pour les ressortissants de pays tiers qui travaillent légalement avec une organisation européenne de spectacle vivant et qui partent en tournée avec cette organisation au sein de l’UE;

- les normes de sécurité sociale;

- double imposition et TVA;
